Mr. Durund Elzey serves as the Assistant Deputy District Engineer for Project Management for the United States Army Corps of Engineers (USACE), New Orleans District. In this position, Mr. Elzey is responsible for management decisions related to all of the District’s major Civil, Environmental, and Support for Others programs and projects. Programs and projects under his purview include, flood risk management, storm damage prevention, navigation (channel improvement, and lock and dam construction), environmental and coastal restoration/sustainability, and river stabilization and harbor development projects, and the Mississippi River & Tributaries Project, the $14.7 billion Hurricane Storm Damage Risk Reduction System, the Environmental Infrastructure Program, the Interagency Support Program, the Continuing Authorities Program (CAP) and Planning Assistance to States (PAS) Program.
The New Orleans District’s jurisdiction includes 2,800 miles of navigable waterways, 1,300 miles of levees and floodwalls, eleven navigation locks, six major flood control structures, and numerous projects designed to create and protect coastal wetlands. The District is responsible for providing comprehensive water resources management that includes navigation, hurricane and storm damage risk reduction, flood risk management, and environmental stewardship to ensure public safety for the residents of south Louisiana and benefit the nation. The average annual program for the District is over $300 million.
Mr. Elzey received his post-secondary education at the University of New Orleans where he received as Bachelor’s of Science in Electrical Engineering in 2004. During his collegiate career, he worked as an aid to the Dean of Engineering, served as the president of several engineering societies, and joined the New Orleans District family through the Student Career Employment Program. In 2004, Mr. Elzey transitioned into a full-time Project Management position with the New Orleans District, initially as a Project Manager, then as a Senior Project Manager, before assuming his current role. During his tenure at USACE, he has been afforded many opportunities to work on a broad range of projects and initiatives while building strong relationships, internal and external to the organization, that have enabled effective and efficient delivery and implementation of water resource projects that are sustainable, increase public safety, and improve quality of life.
Mr. Elzey is also actively engaged in the community and serves as a mentor. His hobbies include working out, playing basketball, traveling, and real estate. He is married to Mrs. Courtney Elzey and has two children, Durund II and Madison.
